Overview


The Hills are growing and changing. By 2031, Baulkham Hills Shire will grow by 100,000 people, 36,000 dwellings will be built and 47,000 additional jobs provided.

To plan and manage this growth and change, and guide the preparation of Council’s new Local Environmental Plan 2010 (LEP 2010), a  Local Strategy and a suite of strategic work have been prepared. The Local Strategy is a landuse planning document to guide local planning and reflect the themes of the Hills 2026 Community Strategic Direction: Looking Towards the Future.  

The Metropolitan Strategy ‘City of Cities A Plan for Sydney’s Future’ and the North West Subregional Strategy were released by the Department of Planning in December 2005 and December 2007, respectively. These documents outline the broad vision for the future planning of Sydney and the North West subregion to 2031.

The Local Strategy is the key document articulating Council’s response to the strategies and actions identified in the above plans, including those strategies and actions identified as the specific responsibility of local government.

Draft Environment and Leisure DirectionDraft Environment & Leisure Direction Cover

To guide the preparation of Council’s LEP 2010, a Draft Environment and Leisure Direction has been prepared. Informing Council’s Local Strategy, the Draft Direction forms part of a suite of strategic work to provide an overall strategic context for the planning and management of development and growth in the Hills to 2031.

The Draft Environment and Leisure Direction focuses on protecting and managing the Shire’s environment and leisure spaces to achieve high quality, accessible and well-connected areas for community recreation and enjoyment. The Direction also seeks to facilitate community interaction in the public domain, conserve the Shire’s diversity of plants and animals, and protect Aboriginal cultural heritage from the impacts of development.

  • Draft Local StrategyAdopted Draft Local Strategy

The Draft Local Strategy was adopted by Council on 10 June 2008. It is the principal document for communicating the future planning of the Shire and includes the objectives of longer term planning projects of the State Government as well as responding to, and planning for, local needs such as employment, housing and transport. The Draft Local Strategy focuses on seven key areas of direction, in line with the suite of strategy work being undertaken.

The Local Strategy will be reviewed and finalised once the suite of strategy work currently being undertaken by Council’s Forward Planning section is complete.

  •  Residential Direction 

The Residential Direction was adopted by Council on 10 June 2008. It provides an overall strategic context for the planning and management of residential development and growth in the Shire to 2031.The Direction focuses on the following four key areas:

Accommodating Population Growth
o  Creating a framework to accommodate the State Government targets of 36,000 additional dwellings
o  Keeping high and medium density hierarchy near centres
o  Changing the 2(a3) villa housing zone
o  Investigating growth opportunities in Castle Hill, and on land close to rail / transit centresResidential Direction

Housing Needs
o  Providing for seniors living and adaptable housing at targeted locations
o  Reviewing controls to ensure a greater range of dwelling sizes
o  Monitoring affordable housing options

Quality Housing
o  Reviewing controls for character and streetscape for low-density areas
o  Promoting quality outcomes
o  Reviewing Multi-Unit Urban Design Guidelines

Sustainable Living
o  Providing for community involvement in making community places
o  Encouraging sustainable housing through education and promotion
o  Minimising conflicts by review of controls on noise, residential support landuses, and battleaxe and corner allotments
o  Strengthening heritage controls and review Heritage Assistance Fund

  • Waterways Direction


The Waterways Direction was adopted by Council on 10 June 2008. It provides for the long-term planning, protection and management of the Shire’s waterways in order to meet the existing and future needs of the population.

Waterway environments can include natural creeks and rivers, rehabilitated channels, constructed wetlands, human-made stormwater systems and detention basins, as well as open water bodies and wetlands.

The Waterways Direction focuses on the following four key areas:

Floodplain Risk and Floodplain Use
o  Reduce the risk and impact of flooding and flood liability by identifying land that is subject to flooding and map floodprone land within the Shire.

Stormwater System Planning
o  Water is considered a material planning considerationWaterways Direction
o  To be an industry leader in water management and planning, by creating a catalyst for change and thinking beyond current ‘Best Practice’
o  Apply a holistic and multi-disciplinary approach to water planning
o  Maximise partnership opportunities in stormwater management and planning

Effectively Manage the Stormwater System
o  Water assets are both maintainable and manageable
o  Maximise Water Sensitive Urban Design and Water Re-Use opportunities in the planning and management of water
o  Soil controls and potential impacts are considered during planning and construction
o  Health and safety are addressed in water planning and management

Manage the Shire’s Natural Waterways
o  Natural waterways and riparian land are protected, restored and reinstated
o  Holistic and multi-disciplinary approach to natural water management
o  Inform and raise awareness amongst community groups and residents of Council’s management of water
o  Improved waterway health through effective implementation of the Waterways Direction, Baulkham Hills Shire Council’s Water Guide and works program
o  European and Aboriginal heritage is incorporated into the management of water
